While “revenue-neutral” may not be the term some people would choose to describe “fair,” it is clear what this would mean for local governments.
A “revenue-neutral” assessment will mean that any increases in property values will be assessed at the same rate as any decreases.
The bill also attempts to do something about “sinkhole” counties: “The bill will define ‘sinkhole counties’ as those counties, and only those counties, that lose total revenue. Counties with more than a 20 percent loss of revenue would be required to reapportion with the others.”
As for “limiting local property tax relief to those affected by higher real estate values,” this is done by not allowing tax relief from being granted in inflation-adjusted terms.
As for the increase of the State Aid to Local Government, this increase would be set at the amount of revenue lost in each county from the new assessment.
“We have proposed this bill to address the crisis facing local government. Local government is and must remain a part of the solution to the real estate crisis,” said Rep. Hargrove. “I think this will be a good bill for our local government.”Daejeon Citizens' Alliance
